As soon as I touch the chest either the entire map goes hostile or all of the beggars do (there's a bunch). I've tried stealth mode, different times of day and just dropping it on the ground. Is there something I'm missing? or do I have to fight for four hours (considering the 20% hit rate I get with melee and not having enough bullets)

Nevermind it was just a matter of killing the beggars indoors so the Overseers didn't get involved. I had already robbed them all so they only had their fists.
