Generally speaking yes... The higher the resolution the slower a game will run. It becomes a funtion of how much horsepower your GPU has to move LARGE textures around and render complex scenes. It also means that if you apply AA the more memory bandwidth you're taking up.

Cards are restricted by how much they can move around textures within their memory limitations. The larger the screen resolution the larger the textures.

It gets much more complex than that but I think you get the idea.

The general trade off is using higher resolution means you don't have to use as much AA to get it to look nice. There are many different AA techniques but think of it as expanding the existing frame then shrinking it back down to the screensize. Changing resolution makes a huge difference.
