I have seen nothing wrong with the AI, something must be wrong with your game.

There are also some scripted sequences where your guys, even though they are set to "do not move" mode, will charge to some location. For example, in the first German mission, this happens a couple of times. Just band select everyone and hit S (for stop) on the keyboard.

Sadly, this is one of the most annoying bugs in the game. Tanks often ignore other tanks strolling around them and engage some unimportant infantry. The only fix is to manually give each tank an enemy tank as target. Pause the game, give orders, then resume it. This is how I play it. Direct fire control only works if you have just one tank to worry about.

Another feature that I find missing is the ability to set the main gun to "hold fire", while allowing the MGs to fire.
