TOW3 - how to end "Counteroffensive" campaign?

It's cat and mouse all the time - 3 battles each turn, 3 battles won by me, enemy army groups moving to new locations and that's it.

All locations occupied by me except 3 locations taken by enemy army groups.

It seems to be ENDLESS.
The enemy armies consist of dozen of infantrymen and after short and boring battle I win.

How to destroy enemy army group completely?
How to end this campaign?

Additional info: I've completed first campaign without problems.
The second campaign is different, I cannot add more army groups and it seems it's impossible to destroy enemy army.

Enemy armies are weak now but cannot be completely destroyed or forced to surrender, they even retreat south when pushed maximum to the north.

Another round is boring set of three battles easily won by me because enemy armies are depleted.

Turns counter is 20/30.
