80 cars with 50k polys, is for top quality (I suposse), so if you put at minimum, you probably only se 20 cars with less quality

Will there be car jams? Approximately how many cars can we see on screen?
A:
Yes, there will be car jams. As for the maximum amount of cars seen on the screen, you will be able to see up to 80 cars and up to 100 pedestrians. The traffic level can be changed.

The traffic level and the amount of cars in screen is not the same. Because is always more funny play with level of cars at maximun, but if you dont have a good computer you dont want to see cars who are too far

And will you get stuck in traffic for hours, with traffic moving at a few mph?
Maybe this is too realistic, and not so fun to have in the game, but its a daily nuisance for any driver in LA or east bay area. Still, some traffic jams are probably needed in order for the game to be realistic enough.
