Infantry Won't Fire

When I order my infantry to go into cover when they get there they just sit there and don't shoot at the enemy even if they are right in front of them.
They are on fire at will.
What can the problem be?

The problem can be the position ... Watch if the Blue/White skin [The one used for covers] , is crouched behind the cover you want . If the skin is crouched , then your real infantry won't be able to fire .

But if the skin is standing up with his weapon pointing at the wanted direction , then your real infantry will be able to fire .

Another problem is that they can be pinned . If the enemy make a big suppression fire on your squad , they will stay covered and won't return fire .
