Default Steam - ToW2 Kurks 1943 Editor problem

Hello i download and enjoy the game via steam. I can not get the Scenario Wizard, Mission Editor to work. I get error message
Error #4000

Since I paid 18,99 EUR this should work as a part of the game?!

Any1 has tip for me?

Editors may or may not work in a 32-bit system if there are many different versions of .Net redistributables installed (they worked on .Net 2.0 at release, but most users have more recent .Net versions installed these days). However editors work with no issues whatsoever on a 64-bit OS with .Net 4.0 installed (Steam should install .Net 4.0 automatically when you run the game).

Hello Sir, thank you for reply.

I did reinstall automatically via Steam (DirectX and .Net 4.0) with same error-result. I run Win7 64Bit and btw the “Afrika” Editor is working as intended.
Is there any other issue I could to get the Scenario Wizard or Mission Editor in “Kursk” to work? Maybe there is a wrong game version on Steam?
