soldiers are suicidal

I am playing the last of the first mission where I have gotten the radio station and shot down the planes, and now starting on the village, I have most of my soldiers on hold fire and prone position, but when an enemy soldier gets within eyesight they start jumping up and running in all directions, until they are killed, what command can I use to get these jokers to obey orders?

finally figured out you need to put them on hold position rather than free move, if you allow them to move by themselves they get antsy and will run and get killed.
