Default Dynamic Campaign - Where do I access this?

I have heard that at least one of the TOW series games has a dynamic campaign builder?

Not quite dynamic, in Kursk you can create randomized missions in mission generator and link them to create a campaign.

Basically, you go to mission generator in main menu, click to create a new campaign and then generate scenarios one by one, selecting this new campaign in their properties. Linking can be done also in Editor, easy.
