Steam dooing a wobby

I have just installed COD for the first time . I go to start the game , and steam says first time setup and installes Net framwork 4 client profile maintenance . Then tells me to restart my pc , which i do . Then i try the game and guss what steam installs net framework again ,and to restart. 5 times now so cant get to the game . Any ideas anyone ??
