Yes you can- I'm in Aus as well.
Just look at the Steam Store and it should be there under 'Coming soon' (I'm still at work at the moment and can't access Steam here so it may have moved).
Alternatively, just type 'Il 2' in the search box of Steam and it should direct to all the Il 2 games
