GDFInstall.exe crashes at launch (dual boot XP/Win 7)

I'm trying a fresh install of Windows 7 to see if that is the reason for my launcher issues in XP, but now there's a different issue! I'm unable to launch the sim as I see a GDFInstall.exe crash right after clicking "Play" 100% of the time.

I removed Steam and reinstalled it along with CLOD, no change, here's the event log
