Is the campaign.exe file supposed to be an xml file?

No. The Campaign.exe should be a .exe file and nothing else.

can i run the mod with Microsoft .NET Framework 3.0 instead of Microsoft .NET Framework Version 2.0 Redistributable Package.

actually i know nothing from .NET Framework so if my question is stupid then i'm sorry

I think that you can use the 3.0 version of NET, however I do not have much knowledge in this area either.

We´ll add the Japanese to DCG when the SP/MP 1.16.4 patch has been released.

Later the Italians will be added as well (we are currently working on new vehicles for their nation).

I´m almost 100% certain that you do need to do changes to the code in main executable to get a new nation into DCG (but then, I´m not a coder, only a 3D modeler/mapper for the mod).
