Question about fw190 A4 in 4.11m

In my Campaign under way and on the
Russian front was passed by the
Bf109 to FW190 A4 and I have two questions.
Why the patch limited the power of fw190A4 to 88%?
The second question is...
It's normal that the fw190 don't lose
easily energy?
