A big yes!
Mind you, other palnes are bugged too, depending on where you're flying (MP/SP). I have yet to be able to apply some weathering on Hurricanes, and 109-s are sometimes fully weathered too

Post some pictures of WW2 aircraft so we can compare between new and battle worn aircraft and what effect the slider bar should do.

I'll go out on a limb and say a majority of Spitfires in 1940 had this degree of paint missing during the summer and fall. Pure speculation, of course since I wasn't there at the time!
