I was asked this just today. Since I also have the B-17, suddenly I am supposed to be a SAC pro.. lol.. Anyway.. No, just because it has the capability to drop bombs, or bombs are loaded, doesn't quality if as a bomber. It has to have a Bomber class designation. That doesn't mean it has to be a big ugly flying school bus, but just has to be a bonifide bomber. The Stuka for instance, is a Bomber. It is a dive Bomber, and it qualifies, if you want something that you can also kinda dog fight in. I have the P-47 too, which is also really a dive bomber, but it does NOT qualify, because it is in a "pursuit" class planes. You can tell if you are in a bonifide bomber as it is seen by BOP, if your plane shows up on the radar as a triangle. Fighters, or pursuit planes show up as a circle. I got my B-17 by doing missions with the Stuka for awhile with some help with bigger hitters. The Stuka isn't fast enough to do it on it's own. But, after I got the jet powered Armada, that is actually a good bomber. It doesn't have any defensive guns, but, it can outrun most of the fighters anyway. I used it at full throttle and got a rack or two of bombs off before their fighters even got to me. I would retard the throttle to about 60% to slow down over the targets, because at 100%, you would overrun your targets and not hit much.. But, if flown right, the Amada is a good bomber to get a lead on missions, and end up with your B-17.
On your last question, I too see some all fighter teams, which doesnt make sense to me. They are apparently in it just for an easy kill against a slow flying school bus. But then again, the team I fly with also has fighters, and they are needed. For two reasons. I fly the school bus, a fighter or two stay with me to cover my six. The rest of the fighters, stay over our airspace to take out any school busses that come for our ground targets.. So, yes, there is a huge purpose for fighters in strike games, and a bonifide one if you are playing strategic. Even during real war, fighters most often escorted bombers to their missions, as well as patrolled to protect their space.

Whilst I'm on the subject, wtf is it with everyone choosing fighters in games of strike?  - I know that it's a cheap way of racking up some (easier) kills - but surely, helping your team get a win is just as important?
