Most people on the side of the road are active. You have to approach them at about 10mph when you first see them, and in the proper lane, then come to a stop. Some also require some sort of mission activation to pick them up.

Please keep "Spoiler" type questions here, so nobody else accidentally runs into them. That's why this thread was created.

I have a problem, I can not get to meet the stranger SPOILER ALERT. when I come to Oxnard to 60 miles a bar, the man is not there, but his truck is there. but not him! Can anyone help! ?

Hello, and welcome to the forum,

If his truck is there, and he’s not, it’s because you’re too early. Go to the hotel check in until the hours of 6pm-midnight. I guess he doesn’t like to be seen in the day. I found him at around 9pm. Some people found him a 6pm. It’s a guessing game.

I was going to say that too when I saw the picture, but I figured I would give him some time, and he would eventually figure it out. That’s why he’s getting fined.

I've been having problems with the "rescue Dorothy" mission, where when I attempt, I only make it just down the road and the truck blows up. It happens every time I attempt. Appears to be that it's a bug, but I'm not sure. Anyone else having this problem?
