mouse in Men of war GEM editor not working

when i start the men of war editor for some reason i cannot move around the map, everything else is fine such as rotating, zooming and clicking but it seems that moving the mouse does not seem to work in the game. I have tried:
Re installing the game
Unplugging,re plugging mouse
going through game options
deleting the editor and downloading it form the internet separate from the game
smashing the keyboard
nothing i have done has worked can someone please help me
