how do you fortify emplacements

You talking about the ring of sandbags around the guns in MP?

You click the unit you want to fortify, then click the silver cogs icon in the lower right corner, then in there should be a sandbag looking icon, you click that and bam, the sandbags should appear.

If you mean making actual sandbags with infantry you have to do the samething, but this time you click the sandbag button and hold either Ctrl or Shift and drag the sandbags in the direction you want them to face, then click and your men will make them...play around in the editor to figure it out. Sandbags are called Sandbag and knapsack in the editor menu...you just gotta give a soldier a bunch and work it out.
