There has been a group working on the Battle for Moscow, even before COD was released. That said I doubt any development kits have been sent out as the main game engine is still in flux. The performance/graphic patch is a major alteration to the game engine, so once that is finalized the developer may be able to start thinking of producing a developers kit.

Or not. It's all speculation by now. When Luthier stated in 09/2011 that they release the SDK soon and we've seen zilch since then, I wouldn't count on it anyway.

Luthier was talking about releasing an SDK, before they realized that code optimizations weren't getting the job done, and they were having to do a complete rewrite of the graphics code to get the performance they required. The whole idea from the start was too supply an SDK, and map making tools, etc to third parties and community modders. I doubt this business model has been altered, but it certainly has been delayed, by the critical performance/graphics patch.

I would like to see an SDK like this
http://community.bistudio.com/wiki/BI_Tools_2

Oxygen 2 Personal Edition for Arma II - model editing and animation package
Visitor 3 Personal Edition for Arma II - terrain and map editing
TexView 2 - texture convertor and viewer
BinPBO Personal Edition - packer
Sound Tools - sound and lipsync utilities
FSM Editor - tool to edit and compile fsms used in Arma 2
BinMake - conversion tool
Tools Drive - main working directory for tools with mandatory data files

but i dont see any SDK soon , game first toys later

I don't see an SDK coming out any time soon either. The unfinished release of COD has set back everything and now they are probably in need of more funding so the priority is to finish COD and the Sequel. A successful and timely Sequel release will probably give them the breathing room to set a higher priority to the modding tools.

the SDK won't come out until they can get their crap togeather and lets face it , they have failed at that for a year , who knows when this next so called patch , probably more like a bandaid fix will come out. I would say within 2 years . Maybe.
