You're running Intel graphics mate. Those are bare-bones laptop video chipsets designed for low heat and low power for longer battery life. They aren't cutting edge 3D gaming gfx chipsets, and you can't expect them to act as such. Furthermore, Intel's goal for drivers is stability and efficiency, not for gaming.
In summary, you're trying to drive a Toyota Prius at the Dakar World Rally and complaining you can't keep up. Most likely you've either run into a driver bug or trying to force a feature that isn't supported. Back off the settings until the game behaves correctly.
