problem with the game

I've got a problem about this game.
I'm going to move to the next level guy. But on the "Commander! These are our enemies, we can not talk to them," it says .. Could you help me with this?

Are you trying to attack enemies that already engaged in combat?
(they have crossed swords on top??)

Because you can't.

No, no. I want to attack the man who's an exclamation point. But this "Commander! These are our enemies, we can not talk to them" meet up with a note.

The enemies/allies with an exclamation are related with quests.

Read the quest description carefully, maybe you get a hint about what to do.
