two easy question (respec potion and bugged dragon?)

Hi everyone, so, starting with the potion, I found nowhere a downloadable respec mod so I'm thinking about spawning it with cheats, but "item respec_potion" doesn't seems to work, what am I doing wrong?
About the dragon, I activated the skill that scales down the rage point cost for dragon dive from 40 to 39, but after that the skill still costs 40 and my rage points are topped at 39, is it bugged or what? Thanks for the answers.

Is your rage always 39 max or can you increase it with items? One rage point isn't much to worry about.
