There are issues with the game using old files, deleting these files forces the game to create new ones which are based on the latest version.

Any changes to your install?
Windows update, new graphics driver etc?
Even uninstalling something.

At work we see the craziest crashes due to these.
The last one being no registry settings changed when updating from an existing install of an application.
But installed fresh all was well.

No amount of uninstalling and cleaning teh registry helped.
So we just copied it over and all's well.
