Fallout: New Vegas with English subtitles

Quick question

Is it possible to play 1C published version of the game Fallout:New Vegas with English subtitles?

You can uncheck the resource file containing Russian texts in the game launcher which will revert all text in the game to default English. Audio files are in English even in the Russian version, so the game will be completely English.
However, Steam may not let you launch the game if you are not in the area where this particular version is being sold (not in Russia, Poland or Czech Republic).

As far as I know the version I am looking at is CIS+Baltic so it fits for me becouse I am from Lithuania, unless this is just a false advertising.

If you can see it's store page in Steam, it should work.
