I do see your point of view that when you install from a DVD then you shouldn't have to download the whole game. This obviously isn't a deliberate ploy though, it's just one of those things (the dev team are quite busy at the moment).

I know your original post is complaing about Ubi etc, but lets ignore that for a second and try to help you with your problem. Change your ISP, they are charging you too much and providing you with too little. I pay less than you and have unlimited downloads and have never had a problem connecting. Do some research and change.
