Can't find an NPC..

This is driving me nuts.

I've just beaten the driller and trying to talk to Neotar for that crossbow. Unfortunately, I must be incapable of doing basic searching because I've looked all over Montero and Verona, and I simply cannot figure out where this guy is.

Can anyone point me to him?

I sympathize with you. Also had difficulty locating the bugger. But I finally found him in the Upper Right area of Montero (on the map). He is inside a snow-covered house (which was closed before you accepted the Driller quest) between 2 other houses which sell items.

I could've sworn I checked every single house on Montero and Verona, but I guess I must've passed that house without thinking since it was locked during my first pass through Montero. I even went and checked all of Tekron.
