Increasing Well-being

How do I increase well-being, especially during "Time of Trouble"? My ruler died without an heir. Well-being went to virtually nothing. I hired a new monarch, but can't figure out what I must do to get well-being increasing again.

when monarch dead without heir, elect(hire) a new one and throne him. the total wellbeing will be low for some seasons but after well, if you hold your position, you will get a sunny after cloudy.
