There are no pirate bases

There are no pirate or military bases, scientific stations or business centres, so I can't change my citizenship when everyone in the known universe hates me. I wish I'd funded more when there were business centres. Is there any way around this?

Bases get destroyed by dominators sometimes, and new ones get build if you liberate systems. Depending on your ship and general situation I'd say just go gank the shit out of dominator owned systems and liberate them and you'll have your bases up again. Also liberated systems usually love you.
