Default Why is the CD KEY block?

Ok i've got this buddy of mine.
just now he tried to login and it says " CD KEY BLOCK"

why is it so?
he doesn't spams the chat channel , he doesn't kicks people , he doesn't scold or use vulgarities.

All he does the last few days was to broadcast at the chat channel for people to join
something like this

" 2V2 all welcome join my game . Map is tramway depot"
because nobody seems to be joining so he does this .
is this wrong?
is asking people to join ur game wrong?

CAN THE MDOERATOR please kindly address this issue?
who should i contact to unblock the cd key?

I think your buddy is the one who should be contacting people, unless if this "buddy" is you.

this is stupid the way you guys ban people they bought the game they should be able to do what ever the hell they want

Well...
I don't see why one would be banned for swearing.
But if someone cheats on the game, and a trainer gets out to the public, that means less people will buy the game knowing there are cheaters. And it would cost money to add a anti third party program. So some things should be restricted.

The swearing is alright, the spam is alright, but occasionaly I see some hate being directed towards Russians, Germans, Americans, and other people. I think that should be stopped as soon as possible. People can think what they want, but they should keep somethings such as that to ones self.
