1.16.4 Issues

so i just downloaded the new patch. 1.16.4, i previousily had 1.11.3 and everything worked fine.
first i downloaded and installed the patch, ran outfront_mp everything was well.
when i went to join a game i kept getting "failed to connect". so i tried reinstall the game. installed, updated to 1.11.3 (international patch) then to 1.16.4. and now it wont even connect to the lobby.
can someone help me?
