Upper Hadar

So I was in Upper Hadar and I found the area that Lina from the Rage Box wants to go to. But nothing happens when I click on the altar thingy on the map. Also, in the tavern on the same map, I have a quest to finish by talking to the people in the tavern. But they won't talk to me either. It seems no one wants to talk to me anywhere on that map. Now I am in the Land of the Dead and I am without Lina.
Anyone know what I may have failed to do that would explain why no one will talk to me in Upper Hadar?
