Noob seeking Multiplayer game clarification.

I apologize again if this information is available somewhere on this forum, but I failed to find anything after a quick search.

I am just looking for a little clarification on the multiplayer team games.

#1 Do team mates share the same pool of resources?

#2 What do the top and bottom numbers represent on the right hand side of the screen where you order units.

I believe all players have their own pool of points, also I believe the top number is what you have available to spend, and the bottom number is what it will max out at, the bottom number normally increases over time to a set maximum by the host e.g. 10,000.

I could be wrong with which one is on top and bottom not played multiplayer for a bit, but you will see soon enough when one starts going up and you are spending as well
