Olvega always Hostile

Hi all.

Everytime I venture into Olvega everybody is hostile.
This is no matter what time it is(both campaign day and time of day), and no matter who's in my party.
Am currently on the contact Ramon(something) from the rebels.
I have the unofficial patch installed.

Any help is appreciated.

NB: if i have not hired anyone, or done any campaign missions, I can venture into Olvega ONCE where no one is hostile, next time the weapons master, commandante and the foreman all turn hostile, but none of the fighters(still just avatar, and no quests done)
