He cares about getting more money from the title because there's no more money for him to make from consoles. The idea that the pc game is even a different title is an illusion. The Russian title for both is Крылатые Хищники.
I hate game magazines and I think anyone who reads them has either no life, no brain or both, but this info is a bit useful:

So apart from the lobby and network features, it's essentially the same game. If you ask me, a 32 player free-for-all is worse than what we've got right now. There's never been a free-for-all air battle in history, and now you can be in a 32-player free-for-all on your pc? Hell, that's just an aerial first-person shooter. Maybe team battle is better, but not without options to turn off the radar and make sure deaths count as much as kills. I doubt they did that. Naturally IGN doesn't say; what do they know about anything but first-person shooters anyhow?
Bomb-the-airfield mode would only be worse with 32 players too, unless there's a no-bomb option to make it actually about capturing the airfield instead. I can imagine a CTA game with 32 players dropping bombs everywhere. It would go from bomb the airfield to find the airfield. If the damage model is as realistic as they say, it might as well be build an entirely new airfield cause the old one was destroyed.
Strike might be better - if they can stop everyone from using a b17 or an arado, and from cheating, which IGN doesn't say. They're not gonna put a line in their review that says, "and the game also includes new ways to stop all the cheating!"
