It is possible that you are going to the wrong building. The building you are referring to with the quest marker eventhough there is no quest remaining is actually the Druid, not the Herbalist. The Herbalist can be found right when you land on Melessar by boat and dock, in the first row of Shops. Carefully go through each shop, and if you still can't find the appropriate one, or it truly is bugged and your stuck, then let us know. If thats the case perhaps you have an early save point and can try to restart that quest line and see if you can get it running. Barring that you are screwed.
Note this bug was never mentioned before, so hopefully it isn't actually a bug and my solution works.
