There are two User.ini files - one is in the 1csoftclub folder and the other is in the steam/userdata/79773507/63950/remote folder. The one stored in steam is the one my game reads for MP. The user.ini in the 1csoftclub folder seems to be for SP offline. Thats how loadouts work with my installation.
