409 isn't a "fix". It's a free addon including exclusivelly third-party maps (as you can see with 409b).
IL2 is finished since very long time.

ohh, you are so wrong, il2 is FAR from finished. there is so much more life that can and and will be added to it. and as for the so called addon, it WAS the final fix lol. but because oleg shelved it , the patch was to be done by 3rd party modders.

Not by the developper. So it is finished.
When you buy a car, it is finished. If you modify it with some spoilers and extra devices to it, it doesn't change this fact.
