People aren't playing it because its not finished yet, plain and simple.
Offliners are the beating heart of any game, and that's where your new onliners come from. When you cant get the offline game to work in much of any way shape or form no one will try it online.
Personally I used to enjoy IL2 online and Co-op very much. But with CoD so much is lacking (and its not for lack of a PC-i7 2600K@4.5ghz/GTX580/16gb RAM/SSD) or broken that Im simply not willing to try with it. Like getting blood from a stone.

I'm willing to bet that when you have:
Correct FM's/DM's
Working radio comms
Functional AI
Functioning particle effects
No graphical glitches
accurate maps/colors
Overall stability
And most importantly 3D PARTY SUPPORT

you will see a much different scene with CoD in all respects.

I mean guys, I understand that you enjoy the game, and thats great, but do you really believe the game is 100%?

When it is, they will play in droves.
If you build it they will come so to speak.
