Open My Documents/1C Softclub/il-2 sturmovik cliffs of dover/ and delete the 'cache' folder.

Then start Steam, right-click on Cliffs of Dover, choose Properties.

Pick the "Local Files" tab and hit Verify. Should bring you to latest official version which is 1.5
