friction and terminal velocity of a parachutist vs a car

according what im studying if you drop a block in a ramp and the block moves it does it in an ACELERATED fashion

come on it calls to the common sense it will very soon reach terminal velocity and that at that low speeds wont be due to the wind resistance

so dynamic force of friction in surface= MU* normal force is FALSE

what i wonder is if it is a typical neglection or just a wrong conceptualization
