Captain Browns settings were for a very early version of the game, possibly the original IL2. You can download the original demo of the game at Mission 4 Today, and try them for yourself. The way the stick settings work were changed with the advent of Forgotten Battles (version 4.00, the predecessor of the current 1946). Try flying with settings at all 100's in the demo, not impossible to fly like that but almost, in 4.11 OTOH it's a piece of cake.
When the original game came out a lot of sticks were analogue, and connected to the pc via a game port socket. Sticks themselves were also pretty crude, at least the inexpensive ones. The more expensive were also prone to go out of whack regularly as well, requiring pots to be cleaned or replaced. Newer USB sticks are more accurate and responsive and tend to stay that way, fingers crossed. The short of this is that Browns settings are more or less irrelevent for 4.11. All planes in the current game roll too fast, historically the fw190 could roll much faster than allied fighters, but that advantage is not represented in game.
The way the current game's stick setting work mean that flying with less than all 100's may put you at a disadvantage online. All 100's mean that the plane responds 1:1 with stick movement. To get a less responsive linear response you could try all 50's for example. As has been said you have to find what setting is best for you. Hope this helps.
