I suspect you're using DirectX/Direct3D. Don't use it unless you absolutely half to.
IL-2 1946 has an engine that was written in OpenGL. The Direct3D version of the game has a few notable bugs (including that one) and has fewer features capable. OpenGL is also the only mode that allows for the improved "Perfect" rendering mode which is much more visually stunning although less so by today's standards.

I adjusted the settings in the video mode screen. I selected OpenGL instead of DirectX. I noticed that the sky looked much more realistic. There where no `lines` but one nice integral scene. Then i tryed the same set-up as the screen shots above, and voila the text doesnt disappear anymore! So many thanks for your help! Greetz, Jones
