You could try deleting all the .ini files (where settings may have been damaged, Luthier's comment not mine), Validate CoD in Steam and run it once to re-create the .ini's. It means starting again with the in-game setup but at least you know you have a clean start, especially if you installed any beta patches. Delete all ini's in the CoD folder, the \Steam\userdata\79775862(??)\63950(??)\remote\ folder and your \My Document\1C Soft Club\CoD\ folder. I backed up the originals in case anything went horribly wrong - but it didn't.

That said the 5970 can still punch above the 6XXX and 5XX cards, the only cards faster than it atm are the 6990 and the 590 which are both dual chip as well. The team just need to sort Xfire out. I am surprised you are having problems though, I have started testing the Radeon Pro with the Lost Planet Xfire setup and I am getting ~50fps above land.
