Complex weather was announced as an experimental feature from the start. There are plans to have it working some time in the future, it just isn't optimized yet - it is here for you to "try at your own risk".

The whole game was designed "for 2013" and thus has many options "disabled under the hood" as you put it. This is an engine built to last next 10 years, or so we have been told.

So - nothing really to be surprised about.
