No, because you want people to buy the game for the popular ones. Otherwise who would buy the game if in every addon you got like the Blackburn Skua and a Polikarpov Po-2 as flyables and then had to pay extra for the Spit V and Yak 9? That would be a proper dick move. Imagine if the flyable list for CoD was the Avro Anson, the Tiger Moth, the Bf. 108 and the Ju. 52 and you had to pay for everything else...that's what that would be like.
