I think it's random, and I also believe the difficulty setting has a role in it also. Check daily in game time, and see if it changes. Also hire that guy/gal at 907 to free up a spot, and see if the next one is higher after a couple of days. Also open up a couple of new branch offices.

It looks that the tyre repair value is calculated over a percentage of the wheel base value. The more expensive the wheels the more expensive the repairs. Makes sense.

Good insight, and info. Also the way you drive plays a major role in this too. Your speed in general, the way you take a turn, and of course constant heavy braking at a high rate of speed will significantly increase tire/brake repairs. I try to use the engine brake to reduce these costs. Gentle taps on the brakes will slow you down fairly well when not use the engine brake (Jake Brake).
