Yes, there is a team called TEAM DEADALUS that is working the 4.10 patch for some time, with new maps, flyables, full mission builder features, improved AI, and more.
Hope we see this 4.10 patch this year, there are high chances of that to happen.
Don´t know about Steam.

Yes, its now working on a new series that for the moment is called "Storm Of War", and the first one of the series will be "Battle of Britain".
Almost every friday there screenshots of work in progress of this new sim. Search for friday update from Oleg or Luthier.
