This got me flying....
Run il2setup exe, disable vertex shaders, and vertex extensions. Then in game, video options, set landscape to "excellent", not "perfect". Artifacting, and blocky textures appear with perfect landscape. This is with 9.11 drivers. Its not perfect image quality, but its running until they fix these drivers. I might try 9.10 drivers later today.
