It's not really Microsoft in this case. I blame this on both ATI and Nvidia. I know because I can tell you first hand their 64 bit MotherBoard Drivers and Video Drivers are the root of the problem.
Test after test Windows 7 has shown that MS heard us and got rid of a lot of the bloatware you talk about. For the most part Modern Games seem to run really well its just that the stability has gone down and I blame that on the OEMs and their drivers.
